I have an i7-9700k, think there will be any bottle necking issues, assuming I want to run 1080p ultra settings with the highest possible fps. Also my mobo is an MSI MPG Z390

Solution
That will certainly increase your frames per second coming from your source i.e your GPU but no point turning it down. Now thanks to DLSS 2.0 which is a solution to increase your fps thing while improving image quality. Today, most gamer's choice is 1080p display, and one of their main reason is similarly like yours.

BUT, you will experience some bottlenecking at lower resolution using that RTX 3080, and watching the upcoming titles, 3070 makes sense to me.
I expect yes but we need benchmarks to prove it. My logic is the 2080Ti can cause a cpu ‘bottleneck’ at 1080p with the best CPU’s. The 3070 is supposed to be equal or faster than the 2080Ti. I would expect the 3080 to be significant overkill at 1080p.
