Specs GTX 1080. Ryzen 2700X. 16GB RAM. Win10 on Samsung 970 Evo Plus SSD. non-gsync 1080p 60Hz monitor shooting for ~16ms @ 60fps.
Really not sure why. Games in fullscreen have a Render Latency / Frametimes of 30ms-50ms @ 60fps. Even uncapped fps up to 140+ has a render latency of 20ms in fullscreen. Borderless window and Windowed are fine at 16ms @ 60fps.
I first noticed this issue about 2 months ago, which was 2 months after I did a clean install on the 970 Evo I had just bought at the time. Every game, DX9, DX11, DX12 has this issue now. Here's what I've done so far with no solution:

- clean install nvidia drivers
- set gpu to enable msi (message signaled interrupts) mode
- system restart
- Enable / Disable fullscreen optimizations & run as administrator
- Force V-Sync on & off through nvidia ctrl panel (when fps is above 60, high render latency persists E.G. 20+ms @ 140fps)
- Changed scaling mode to GPU / Display
- Cleaned registry errors
- Changed graphics settings & resolution
- Turned on nVidia low latency mode to On / Ultra / off
- Ensured power plan is High Performance
- Ensured nVidia Prefer Maximum Power
- Disconnect Peripherals & Bluetooth
- Ensured RTSS & Afterburner does not run / start
- Cleaned game cache & Verify Integrity
- Disable in-game overlay for Steam Origin and nVidia
