Constant screen Tearing

Here's my specs...
AMD FX 3850 (Not Overclocked)
EVGA GTX 770 4GB SC
EVGA G2 850W
2x 8GB DDR3 1600 Corsair Vengeance
MSI Gaming 970 Motherboard
be quiet! Dark Rock Pro 3 (CPU Cooler)

Here's my issue...
Ever since i made a few upgrades (the cpu, gpu, cooler, mobo), I've been having screen tearing.
It happens whenever I'm
A. watching a youtube video in 1080p (chrome or firefox)
B. watching a youtube video in full screen/1080p (chrome or firefox)
C. watching a video (on my computer) in full screen (1080/720p, mkv/mpg/mp4/avi)

It might be happening while I'm playing a game, but honestly I'm unaware if the games buggy or if it's supposed to play the way it's playing using my gpu.
It WORKED just fine when i had an AMD Phenom II X6 1045T/Radeon HD 6870/gigabyte 970 mobo. All videos were smooth and certain games were expected to not work at 1080p/highest settings because of the capabilities of my GPU. But now it's an issue. I noticed this once i changed my gpu.

What I've done to try and fix the situation...
I acquired the mobo to deal with said issue, but that didnt help.
I purchased a new monitor (144Hz), but that didn't help.
I turned V-Sync on, then i turned V-Sync off. neither helped (whether in the program or using NVidia control panel).
I called EVGA (they keep asking me to do the same things which doesn't help much at all).
I've updated the drivers, rebooted my OS and tested it out with no driver updates, then updated them again, tested it again, and still nothing.

I've used my note 3 to give me an idea of how the video is supposed to look when running smoothly. Getting another faster refresh rate monitor shouldn't fix the issue, as far as i know.

The only thing i haven't done yet is get a replacement. At this point i might switch back to AMD.

Anybody experience this issue or think they know what's wrong?
