constantly restarting on startup

i bought some pc components from the used market,
mobo: msi g31m3 v2
cpu: core2duo
ram: 4gb
psu: sp-atx-420wtn-pfc
i used hdd from my laptop. (the hdd is working properly on the laptop)

everything is normal until i try to boot it in normal or safe mode, it restarts itself. the psu and mobo dont stop working while the system reboots. 4gb of ram were detected, and the cpu was detected without problems, i checked that in bios. it runs the system repair but it doesnt help. do anyone know what can be the problem? the only thing that is on my mind is that the 24pin didn't pluged in fully. it felt like it cant go anymore but it didn't made that ''click'' as the other connectors (the 4pin).

You are running a laptop drive on a system that has absolutely nothing in common with that laptop hardware wise. Get another drive, install whatever version of Windows you own and try again. You are also playing with fire, literally, with that garbage PSU. Replace that with something good.

but as i know, the only difference between the laptop and the pc hdd is the size. and here on toms hardware every psu that is less than 50$ is trash but i don't have enough money to buy expensive psu :/

 
You cant expect a system installed on your laptop to run on anything else. It doesnt work that way. Sometimes you get lucky and it works allowing you to install drivers. But most times you have to reinstall Windows on the system you want to run it on.
