Control Panel Restricted on Admin account

Everytime I try to access the control panel it tells me that This operations has been cancelled due to restrictions in effect on this computer.

I have checked the local group policy editor and the prohibit control panel access is not enabled.

I have checked the regedit current user and there is no explorer key.

There is 2 accounts on the system. One (Acc A) which is in the admin usergroup and the other (Acc B) which is a user. I have double checked that I am logged into Acc A and that Acc A is an admin (through CMD net user). I had used Acc A to install programs previously. CMD user says that Acc A is daefaultuser0, idk if this matters. I read something about this being an issue during installs. It had no password on the Acc A originally. It was purchased with Windows 10 already on it.

I have tried enabling the built in Admin user but it gives me the same error.

have you run sfc or dism?

right click start button
choose command prompt (admin)
type SFC /scannow and press enter
once its run, copy/paste this into same window:
DISM /Online /Cleanup-Image /RestoreHealth

SFC scans system files, DISM scans the image that SFC uses to clean the files, so if SFC had any problmes first time, re run it after dism and restart PC

One fix I saw was make sure IE is default browser, I don't expect you to do that but what browser is your default now?

Tried both, neither worked. Re ran SFC /scannow and it did not fix it either.

It gives me the error if I try to make IE the default.
