Controlling DC fans?

I wanted some new fans for the setup and like an idiot bought DC (3 pin) fans instead of PWM (4). I don't feel like returning them cause i bought them off Amazon so i was reading up if there was a way to control them. The PC is now quite loud and since it's desk mounted...well, it doesn't make for a good night.

My understanding is that it takes the DC fans into the hub, and the motherboard recognizes them as PWM fans, thus allowing me to make them go slower. Is this correct?

Is it worth buying that device or should I just cut my losses, get rid of all my DC fans and spend the extra money of PWM (I've got like 5 DC fans, 4 of which I want to make quieter *facepalm*)

I have an Asus Z170. It does have that in the bios but when putting it to DC it doesn't change the speed very well. Manual won't let me get it below 1,100rpm fan speed unlike PWM that lets it go way down. The silent option for DC doesn't do much either.
