midi is a set of instructions to play certain instruments at a set pitch and duration while an mp3 is just a recording of sound, you can convert mp3 files to be samples in midi, which is what all these programs will do.

To convert a sound file into an actual midi file would take a huge amount of machine learning, you have to hear out each instrument and notate each note.
Finding sheet music of whatever you want to turn into midi and entering that into a midi software is the easiest way to do what you want and it's still very difficult.
