Antec 1200 V3 or DF-85 in $130 - $160 on newegg depending on specials .... one huge advantage here is that they fit CPX form factor PSU's which falls nicely into your quiet desire. Try finding another 10.0 performance rated 850 watt PSU for $120

HAF-X - stands out among the other HAF's but I still find the tool less features a bit flimsy and difficult to work with.

As for coolers.....

Hyper 212 for budgets < $1200
Hyper 612 PWM or Scythe Mugen 3 for $1200 - $1500 budgets
Phanteks or Silver Arrow for > $1500 budgets

I love the HAF series but for the money Antec is better
