If i just use stock speeds on a 12700K (no turbo or anything, just the 3,6 on all cores) , will i still need a serious cooler or a more normal cooler will do the job?

You are looking at a 125W load at base clock, but up to 190W by default. Need more details about your chassis and how much you want to spend to make a recommendation.

There are CPU coolers in the $30-40 range capable of dealing with 125W.

But you really don't want to do that. This CPU can boost up to 5Ghz. The base clock is only after thermal throttling, tau power time limits expire, and the CPU is under a very heavy load that uses all cores.

Larger the cooler you put on there the longer it can reach high speeds when left at stock settings.

If you want to limit the power, just pick up an i7-12700 or i7-13700.

I can get a Tempest Gaming Liquid Cooler 360 for 72 euros, is it a nice choice price / performance to deal with that CPU?
Its for gaming at 1080p.

Games would cause that cpu to draw around half of 190w. You could put a Peerless Assassin or Frost Spirit on it and be fine.
If you want to go 'serious' with a 360mm, that's still your choice. Never heard of this Tempest Gaming thing though.

As for 240 also found a MSI MAG CoreLiquid C240 for around 100 euros, which is 1700 compatible, i always try to buy on physical stores near me since i have quite a few.
