With the Ryzen 5 3600x having a TDP of 95 watts, is it safe to assume that the stock cooler that came with the 3600x is sufficient for the newer Ryzen 7 5700x which has a TDP of 65 watts?
the cooler from 3600x it is small for the 5700x
because I have the 3600xt and the 5700x, it is not good for these two processors

Tons of better CPU coolers than stock. The 5700x can also be over clocked pretty easily. Take a look at the cheapest best CPU air coolers and get whichever one fits your budget. The stock cooler is marginally terrible.
I used an AMD Wraith cooler (the bigger one that lights up with coloured LEDs) from a 3800X (105W TDP) on a 5600X (65W TDP). It works quite well on the 5600X (no overclocking). Not much point fitting a Thermalright Peerless Assassin 120.
