I'm not aware of many reviews for the H412R, so it's a bit of guesswork.

It's newer, but it is more compact than the 212EVO...

I would expect, at best, similar results.... although marginally better performance isn't out of the question.

For the money though, I'd suggest looking to a Cryorig H7 instead. Typically they're only marginally more expensive (vs a 212EVO) but quieter, a better performer and has better compatibility. It's not always available ( or available as a budget option) in all regions though.
