My Hyper 212 is making a very loud and obnoxious sound that almost sounds like the unit is shaking as it's spinning, the thing sounds like a helicopter. This only happens upon startup, there has been times I have left my PC on sleep mode for days and it never occured but as soon as I restart, there it is again. I have to take the side panel off and messed with it for a little bit to get it to stop which usually takes a few restarts. This time I gave it a little slap, stupid I know but get this, it immediately stopped making the noise.

Sounds like the fan is hitting the side of the heat-sink, probably due to a bad bearing as mentioned earlier. You could also try dusting your case and the problem fan to see if that helps or separate the fan from the heat-sink completely and make sure there are no obstructions. Sometimes moving the fan from one side of the heat-sink to the other works as well.

It doesn't make sense that it only starts when the PC is started up, what I mean is that I can have it on for days straight and only put it in sleep mode and it won't happen but if I turn it off it will when I turn it back on.

Guessing but I think when you turn the system on the 212 is running faster then idle speed from a stopped position which is probably the initial cause of noise but once your on your desktop the fan speed slows down to adjust for CPU temp and doesn't make the noise. My friend's EVO 212 does the exact same thing, I tried to get him to replace it but he's too cheap and doesn't mind the noise.

If I just replace the fan should it solve the problem? That would be a lot cheaper than getting a whole new hyper 212.

It always sound loud when started as it goes max rpm. But your sound shows there something wrong with it. I would say it hit the heatsink a bit. If its unfixable then its time to buy replacement fan.

Here are some example. Make sure it support variable speed for your motherboard to control its speed.

$5.39 Rosewill RNBF-131209 - 120mm Computer Case Cooling Fan with LP4 Adapter - Black Frame & Smoke Blades, Sleeve Bearing, Silent
https://www.newegg.com/Product/Product.aspx?Item=N82E16835200087R

$5.99 DEEPCOOL XFAN 120 Hydro Bearing Black Fan
https://www.newegg.com/Product/Product.aspx?Item=N82E16835856019

$6.99 DEEPCOOL XFAN 120L/B Hydro Bearing Transparent Fan with Blue LED
https://www.newegg.com/Product/Product.aspx?Item=N82E16835856017

hydro bearing should be better than sleeve bearing.

$9.99 DEEPCOOL UF 120 PWM Fan 2-Ball Bearing Rubber Coating De-vibration Deep Silent
https://www.newegg.com/Product/Product.aspx?Item=N82E16835856014

Ball bearing more reliable.

And yes, they are not high static pressure type. But it will work just fine, especially the $9.99 one.
