What s the max OC can acheve wth ths cooler and 4770k asus z87 pro mobo wth temps at load less than 75C

Depends on ambient room temps, case air flow and the pick of the litter off the shelf of the Haswell CPU. Hard to say really.

Maybe give this fan a look over, it's about the same price and gives a bit better temps, it may help a bit...

You should achieve at least a 4.2 GHz overclock and then anywhere to a 4.7 or even 4.8 if you're lucky.
