Cooler Master or Arctic Fan

I need 2 case fans. They have to be 92mm.
I found some Cooler Master ones and some Arctic brand ones. Anyone have any opinions on the fan brands? Which one is better? Any other recommendations under $12? PWM or non-PWM?

The Arctic fan features Fluid Dynamic Bearing that will last much longer and perform better after being used for a while is a better choice than the more expensive Cooler Master fan that features inferior fan technology. The former one is the clear winner.
