Is Artic Frezer 240mm better than gts v8 for my i7 4790k?

If you are not going to overclock your CPU, the GTS V8 is fine.

What do you hope to accomplish?
What is your current cpu cooler?

On a cursory level, it appears that the radiator volume of each cooler is about the same, hence the cooling capability will be comparable.

Define "better"
aio coolers do not last forever. In time air intrudes or the pump fails and you need to replace.
And, while uncommon, aio coolers will leak causing a real mess for the other parts. Only if you needed a 360 sized aio would an aio be better.

I have the Arctic Liquid Freezer II 240, front mounted in my case, and it cools my non-overclocked i9-9900K just fine.
