CoolerMaster Hyper 212 EVO vs Phanteks PH-TC12DX

Here is my build. I hope to be able to overclock the CPU to 4.7. If the CoolerMaster Hyper 212 EVO can handle that, I don't want to spend the extra money. If it can't handle that, I'll get the Phantek PH-TC12DX.
I also found the Enermax ETS-T40-TB.

Also the 212 evo is good, you should be able to go to 4.5 GHz

Should be able to get a 4.2Ghz OC.
