Solution
Honestly, you can cool it with the Noctua cooler and can probably keep it cool with the Hyper Evo 212. Your case airflow will make the difference if going with an air cooler though. The AIO water coolers (from what I have read), are no better than either of the air coolers listed.

You are most likely going to need two fans on the heatsink though if air cooling, and case air flow is paramount. I OC'd my 8350 to 4.5Ghz with the Hyper Evo 212 and max temps with Prime 95 are 59 degrees.
