Cooling Issue i7 7700k with Cooler Master Nepton 120XL 76.0 CFM

I have been idling around high 80's low 90's Celsius for 11% load and 60's -70's for 2% loads on my CPU. My parts list is below and I am using Arctic MX-4 Thermal Compound for my CPU. I have tried redoing my thermal paste and taking off my cooler multiple times to no avail. I may get a slight decrease or increase in my temp, but nothing worth noting. I have the pump portion of the water cooler plugged into the CPU_FAN slot by the CPU and the fan attached to the pump is connected to PUMP_FAN1

so how would i go about getting constant voltage in it? I currently have it in the PUMP_FAN1 slot with it on PWM Mode at constant 100%, would this work fine?

I am still maxing out at only 14% load. Im not sure what the issue is. everything is running at 100%, ive reapplied the paste and cooler twice, rearranged the fans, and cleared dust. also im not overclocking

I have a cooler master nepton 280l and it has serious mounting issues (took me about 10 times to get a decent mount also had to shorten the black plastic spacers for me to get a decent mount) I have an socket 1155 system btw which is suposto be supported

When you removed the cooler the past times has the thermal paste been almost see through? If not means your not getting enough mounting preasure
And may have to shorten the spacers like I had too
