Coolmax I-400 not working properly

Hi, I recently bought a Coolmax I-400 400W ATX 12V V2.0 PSU for my PC to make way for a GTX 1030 I'm getting tomorrow. I plugged it in, all the pins are connected, fans are running (albeit louder, though I chalked that up to the increased power) and my computer makes the same sounds as it always has when I boot it up. My issue is that I'm not getting any video signal. I'm running two HP S2031 1600x900 monitors through an i3-2130 with Intel integrated graphics (hence the need to upgrade to a GTX 1030). I'm also not having the blue power light along the top of my PC lighting up. Does anyone have any idea what could be wrong?
 
Okay so I've replaced the coolmax 400W PSU with my old Dell 300w PSU, it was a cheap 20-30 dollar PSU so I'm really not all that concerned about it. I'll find a better PSU for my GTX 1030 later. I should have read the reviews on it, because by the looks of things coolmax has never actually made a decent power supply
