Core 2 Duo E7400 Running At 2.10Ghz Pls Help !

Ok So I Build A New PC ...Switched On Booted Up ( Old Hard Disk And Case ) And The Windows 8.1 Booted Up Without ANy Prob. Everything Is FIne...But When I Opened The Task Manager And Saw the Performance Tab , I Saw That The Maximum Speed Written Was 2.10Ghz ...While It Says Intel(TM) Core 2 Duo E7400 @ 2.80Ghz ...Even When I Go To The System , It SHows Intel Core2 Duo Processor E7400 @ 2.80Ghx 2.10Ghz ...Pls Help I Want It Running at 2.80Ghz Not 2.10Ghz....Or if its Underclocked , pls Tell Me How To Fix it ...

My PC Specs :
HDD : Seagate 500GB
RAM : 1GB DDR2
GPU : Geforce 210
OS : Windows 8.1 Enterprise 32-bit
Mobo : Gsonic 945 Chipset
 


Ok I Resetted The BIOS , And CHanged IDE To AHCI MOde As It Is Necessary To Boot Windows 8.1 , Only Changed That Settings , Still It says 2.10Ghz ...Pls Help !
 
Set the "minimum and maximum processor level" to 100 percent in your power plan. Disable Speedstep in your Bios, if you have that setting. Google Core Parking. You can lock the processor at 100 percent using a program or registry entries. Failing all that, you might try reinstalling the OS.
 
The Min ANd MAx Processor is Anyways Locked to 100% , Disabled C1E Function in BIOS ( Probably Speedstep ) As I Cant see Speedstep in the whole BIOS .....And I Dont think the OS Problem because Other OS ARe ALso SHowing 2.10Ghz
