This is the case for default settings, usually all cores can hit the max single core clock, as long as the company doesn't overstate the numbers like AMD has done in the past, just some might need more power to do so than others.The peak speed means it can only get there on a handful of cores. I don't know if AMD is going to bin all the chiplets, so it could be anywhere from 1-2 cores only to 1-2 cores per chiplet.
Either way, the peak speed doesn't mean it's all core.
