When a cpu spec sheet says “base clock 4ghz and peak clock 5.3 ghz”. What does that mean exactly. I’m referring to the new Threadrippers coming out. Can it hit 5.3 on all cores or is that single core

Most often this refers to the highest core clock a single core can hit at one time. There may be lesser clocks that some or all of the cores can hit above base clock. In this case the best answer will be for you to look up the specifications on AMD website about the specific Threadripper you are asking about. Otherwise, we can basically parrot that information to you for you after you tell us which one.

The peak speed means it can only get there on a handful of cores. I don't know if AMD is going to bin all the chiplets, so it could be anywhere from 1-2 cores only to 1-2 cores per chiplet.

Either way, the peak speed doesn't mean it's all core.

This is the case for default settings, usually all cores can hit the max single core clock, as long as the company doesn't overstate the numbers like AMD has done in the past, just some might need more power to do so than others.
Gamersnexus has a live stream going on right now trying to do an all core overclock on one of the new threadrippers.
