Question Core i5 6400 High CPU usage

Hi everyone

My Core i5 6400 recently keep having high CPU usage / never sits below 20% even tho the temperature is around 35C to 40C.
It'll went down to 10%-20% usage when I don't do anything.

And then it went up to 40% to even 60% from just moving a cursor on Chrome.

I mostly work on lots of stuff, such as Photoshop and Autodesk Maya.
In Photoshop, it behaves like using a Pentium CPU, screen tearing / lagging while dragging an image.
And in Maya, the CPU usage sometimes goes up to 40%-50%, and when opening a menu, it'll just have certain milisec of delay, in anyway, it just feels really slow comparing to few months ago.

And then it'll go down to 10% when you go to desktop and hit F5.

I already make sure that the dust didn't clog the heatsink.

I'm still waiting for Ryzen 7 5700X to come out. I'm just wondering if changing the CPU will fix these issue.
Do you think it's typical for 4 years old CPU to be like this ?
