Core i9 7900x is running in 3300 mhz only ?? !!

hello everyone
I have changed my power supply from 1000 W to 1650 W because my CPU is a hungry one
but now in Command Center the CPU is running in 3300 under maximum load it doesnt run under 4500 mhz like old Powersupply so Why that is happened ?

Motherboard : MSI Raider X299
CPu : Core i9 7900X
GPU: GTX 1080 ti 11gb
Cooler System : Coolermaster Nepton 280

The base clock for the 7900x is 3300mhz. It will boost to 4.5ghz with turbo 3.0, but it wont be an all core boost. Usually this boost is for lightly threaded applications, such as games.

I would download Intel XTU and run their stress test. Since it application is by Intel, I feel more comfortable to get accurate readings. This will show you the processor frequency during the stress test. Pending cooling, you should see it hit 4.3. You can also run cinebench single threaded bench and watch your processor frequency in XTU. If you are running the single threaded bench, you should see your CPU boost to 4.5.

You can also use CPUz to watch your CPU frequency, but since you have an Intel platform, you might as well use the Intel software.

Additionally, you did not need to upgrade from a 1000 watt PSU to a 1650 watt PSU. 1000 watts with a decent PSU is plenty for that rig.
 
Why would you put a 1650W PSU in there? Even the 1kW was overkill. Sorry, but you just wasted money.

A better way to spend your money would be to buy a better cooler if you are using the stock cooler. As rgd1101 said, unless you are loading only a core or two, or have OC'd your CPU you won't get that 4GHz+ speed.
