I have r9 270 and i want to buy cpu (on tight budget) will it bottleneck core quad q9650 how much ? I want to play games like gta 5,call of duty wwii,assisaan creed origins,far cry primal on low to high settings

no, i wouldnt worry about bottle necking of the gpu, just that BOTH the CPU & GPU are under powered.
Bottlenecking is overhyped.

assassins creed origins for example, youre going to have trouble even on low.
