Is it normal for my Q9550 @2.8ghz (stock) to have peak core temps ~80C? It's air-cooled. I used CPUID HWmonitor to see temps.

I also have 6 case fans; 2 front, 2 top (reversed) , 1 back (reversed), and 1 side. Though, the top two never really go more than 500rpm for some reason.

Full system specs:
750w Rosewill Photon
Core2quad 2.8ghz
4x2GB Corsair XMS2
Geforce 550GTX Ti (OC 1gb edition)
1x 128GB Samsung SSD
1x 1TB WD Black 7200rpm
Windows 8.1 Pro

Should I re-seat the CPU heatsink?

80C is hot. Clean out the computer make sure it is free of dust and you can clean off all the thermal paste on the bottom of the heatsync and apply new. You need a pea sized amount and no more or less than that. Make sure your fans are all spinning good too. And your heatsync is not on too tight or loose.
