Corner of screen freezes temporarily

Hi guys,

So I've been trying to diagnose this consistent issue. When swapping between windows, or scrolling down a page, a corner of the screen gets stuck. It still functions behind the frozen section, but it won't move. I swapped monitors to no avail, and I also got a new GPU (needed upgrade anyway). Neither of these solved the issue, and I have a new CPU on the way as well, but I have my doubts about that being the issue. All of my drivers are up to date as far as I know.

Any thoughts on how to fix this or what may be the culprit? I have a picture here too.

So it gets ugly at this point. If neither driver reinstall or cable swap didn't help, it's hard to say what it could be. I would assume it's some kind of Windows corruption, in such case OS reinstall would help. Or, it may be some kind of application that pops-up with a 'invisible' window on top of window stack (invisible because it shows nothing, but yet it obscures contents of underlying windows). Check Task manager for any unusual programs running when the problem occurs, maybe one of them creates this effect.
So it looks like part of top window disappears, and the contents of underlying window are shown. Is it always same corner, and same size of area affected?
Since you already checked GPU and monitor, the only hardware part that could cause such effect is video cable. But it more likely is caused by corrupted video drivers. So first step would be clean install of GPU drivers.
 


Yes, it's always the same corner and the same shape. I have a spare cable so I'll swap them out and see what happens. How does one go about a clean install of graphics drivers? I could factory reset and reinstall if that's what you mean

I should also note that while in a full screen game or video this never happens.

Solution
Hey sorry to necro post, but the problem appears to be the discords notification process, so I just turned off all the settings in all of the notification settings. Thank you DRagor for the tip about looking in task manager, it really helped!
