I ran a Cinebench test before I checked my memory settings. I got 4832 and 4801 the first two runs. I then noticed a day or two later than my memory was only being read as 2133MHz. This is a new PC build just 3 days old. I checked my bios version and it is 1407 (asus prime x570-p current latest build) but it was updated 5/2/2020 when the latest version was published 5/10/2020, still build 1407. So I went to my bios and turned on DCOP and set my memory frequency to 3600 which is what it is (G.Skill Ripjaws V Series 16GB DDR4 3600) and now when I run Cinebench Im getting 4748 and 4749 results. A little over 50pts lower now. I don't have any new process' running in the background that I'm aware of. I went and looked and nothing I've installed in set to run on startup.

Ryzen 7 3700X
Asus Prime X570-P
G.Skill Ripjaws V Series 16GB DDR4 3600
MSI GeForce GTX 1660 Super

Check if DOCP has set Cl too high, should be at least Cl 16.
In my system I found that setting DOCP to 3000 and RAM to 3600MHz produced satisfactory results without much fuss.
If PBO is set right CB r20 scores should be about 5000 +/- 20 or so points.
