Corrupt Graphics in UI's on windows 7

Does anyone have any idea how to fix this and what might be going wrong, I have a new computer with a fresh install of windows and latest nvidia drivers,
My Computer is: - intel i7 5820k, 16gig ram, EVGA Nvidia 980GTX.

When I mouse over links and images they become distorted and corrupt.

It also happens on the Elite Dangerous Launcher, and some installers. Has anyone seen this before?

I have no issues with this in games or on websites in firefox.

Ok i feel silly for asking now as I have found out what the problem is but will be helpfull for others. I exited all my system tray programs and the issue went away, then I loaded each one up one by one and tested for the issue, as soon as I loaded EVGA Precision X 16 v5.2.7.0, the problem came back!

*Edit* I have tracked the problem down to the 'OSD' option in the bottom left corner of EVGA Precision's main window, uncheck that and the problem goes away, re-check and it returns!

So it looks like they need to patch the onscreen display portion of their software!

I will file a bug report with EVGA, hope this helps others
