corsair H100i not cooling effectively enough

I have an AMD 9590 8 core 4.7 GHz processor. At normal operation it runs about 31-35 degrees Celsius. However when I use 100% of the pressing power when I'm multitasking or compiling complex programs I have failsafes in place to shut down after 30 seconds above 90 degrees to prevent damage. I've double and triple checked the thermal paste and the placement of the of the cooling block for the pump. The I've used higher cfm fans and it only made the problem worse. I have also reconfigured the direction of the air flow with at least 10 different configurations. And the current one I have is giving me the best results. There is no over clocking in this rig. Short of building a custom water cooler or shoving the tower in a fridge ( I know condensation and such) . I'm out of ideas.

Have you tried a different cooler? May simply be your individual 9590.....have seen and read of some doing same. What PSU do you have and the rest of your components, if underpowered a bit, it may be running even hotter from a slight lock of voltage, AMD suggests a 1,000 watt PSU on rigs with a 9590

i'm running a Corsair 860 watt supply, a geforce gtx980 kingpin, ASUS SABERTOOTH 990FX, and i have checked the voltages all are running well within tolerances the water cooler just isn't cooling well enough. i am running on a budget so giving 2 or 3 coolers a try is not an option. come to think of it, i've just recently upgraded the PSU from a 650 watt. ive only recently started having this problem. Maybe within the past 2 months. a month after i got the new supply.

Do you have the fan blowing air over the radiator from inside or outside of the case - did you ensure the fan is blowing over the radiator (know it sounds dumb, but have seen folks get the fans reversed and are pulling air over rather than blowing air on the radiator

the fans are pulling air over the radiator. they are also being used as an air intake into the case. as odd as it sounds if i reverse them i get even poorer results.
