Guys please give me some advise. what is the best among the two.

Thermalright SB-E or Noctua D14 - unless you need watercooling due to space constraints, get one of those two for safer, quieter and cooler cooling. Trust me, closed loop coolers aren't worth it. The H60s, H40s, Kuhler 620s, etc. are all beaten on every front by similarly priced air coolers, and once you get into H100 and 920 territory, you're £30 away from a proper watercooling kit with a 240 rad, which'll beat any CLC on the market.

What CPU are you planning to use one of those on? Honestly, I would say neither. The radiators are not very big.
