Question Corsair Vengeance 3200mhz RAM issue ?

I've been using this build for a few years and couldn't solve this lagging issue.
I enabled its DOCP settings which is 3200mhz and when booted to desktop I tried to open any apps.
I takes more than 20seconds to open the app, and gaming is less than 30fps
But when I manually turn down the ram speed to 3000mhz it doesn't have any problems and running smoothly.. gaming 120-144hz no issue ?

Mobo: rog crosshair 6 hero
Cpu: amd ryzen 5 1600x 3.6ghz
RAM: 8gb x2 Corsair Vengeance 3200mhz
GC: Asus strix 1070 OC
SSD: nvme m.2 samsung evo 240gb

I'm surprised it boots at 3200 most of the time with your processor you can only get 2933/3000 i would just run it at 3000
