The JEDEC standard for 1600 is CL11, and it can run that, these sticks however have been tested to run raster (CL9) and thius have a profile that allows you to run them at spec (CL9) by enabling XMP on the mobo
Agreed both are good and being the same price and assuming timings then the only choice is which brand you trust most. Out of the two you listed I like Kingston but I have no particular brand loyalty as I've owned Mushkin, Kingston, Team Vulcan and my current set GSkill.
CL9 is technically faster memory. That said, the difference is probably 2% (if you google the topic people have been testing this for ages) so it shouldn't be a concern.
I know cl9 is faster,
Its saying jedec cl11 @1.5v
Xmp cl9 @1.5v on the hyperx
And the corsair says always cl9
What its saying is your BIOS needs to support XMP for the memory to run at CL9. This is a specific setting in the BIOS you need to turn on as it won't set by default based on the memory.

Anyway the VengeancePro is a lot taller than the HyperX Savage. I'd go with the Savage if you have a big CPU cooler or plans to get one. The bigger heatsink on the corsair can possibly dissipate heat better, but that does only matter if you're going to push the RAM beyond 1,7v ...
However with a MugenMAX i have no problems with my VengeancePro.
