This may not be a power supply problem. You should make sure you have everything configured properly.
1. Take your computer apart down to bare bones (very carefully)
2. Place your motherboard on your mobo box with nothing connected.
3, Insure your CPU and heatsink are seated properly and your CPU Fan is plugged into the CPU Fan header (different for all different water coolers)
4. Put one memory dimm into slot 1A of your motherboard, connect your monitor, CPU 8pin (or 4pin) and your 24pin power. Make sure these are seated properly as they can take some unexpected force to secure.
5. Use a key to short your two power button pins for a brief moment (no longer than 5 seconds)
If the problem still is there then your CPU, Mobo, or power supply is bad, This does not have the symptoms of a RAM problem.
