Question Cougar VTE X2 650W

so my pc specs are :
i7-6700k
GTX 970
MSI m5
1 SATA SSD 250GB
3 HDD
4 fans including the air cooler one
first question: is 650 watts enough? i have used all sorts of watt calculators and found that it uses around 400-450 watts so what are your opinions?
second question: is the Cougar VTE X2 650W good?
On their page it says it operates up to 40c temp (which is good since I live in Egypt ), it's 80+ bronze and it's quite cheaper than every other option available here
so what do you guys think?

What other PSU's do you have access to? Anything from Antec, Be Quiet!,Corsair, Fractal or Seasonic?

It's good for 5800X and 3070.
