Could a DVI-D to VGA converter affect FPS?

The monitor I'm using only supports VGA, it's an LED HDTV but is more on the generic side but has a PC mode so it can be used as a monitor.

I bought a converter because my graphics card only supports DVI-D and HDMI but HDMI doesn't really work well with the HDMI-1 input channel so I had to buy a converter. The converter comes with a usb cord for "additional power if needed."

Could the converter be affecting game performance? It feels like it is but I could be paranoid.

if it is an actually Digital to Analog converter than they that could be the issue.
