Could it be my old modem/router giving me painfully slow internet speeds?

Currently I am using a Belkin 54g modem/router which I we have been using at home for at least 8 or 9 years, and im thinking this could be the reason to why my internet is so slow, as the internet plan we have is average, let me explain...

So if I am using the internet on my own to play a game for example the connection is okay, however when someone else then uses the internet to watch youtube i go from having about 30 ping in game to normally 999ms. Even if I am watching youtube and someone else is watching then the internet just slows down and can't handle it.

Does anyone believe that it could be my older modem/router that could be bottlenecking my internet, or could it be something else. Im pretty sure the plan we have isn't too bad, I did a speed test and got:

30ms
3.73Mbps download speed
0.6Mbps Upload speed

Surely my internet plan can't be that bad can it?

Any suggestions/help would be appriciated :)

Solution
"3.73Mbps" - if this is megabits per second, then one hi-def YouTube video will be more than enough to saturate the connection to ISP. You need better Internet plan (like 10Mbps), your router should be OK for now.
