Question Could my PSU be why my GPU isn't going above 300MHz clock?

my system consists of

Evga 550W fully modular 80+ gold certification
B450M-HDV R4.0 am4 socket motherboard
Ryzen 5 1600 AF
Corsair Vegenance LPX series 16gb 2x 8 sticks DDR4-3000mhz
XFX Radeon RX 580 8gb
Samsung 860 EVO 500GB SSD (Boot Drive)
Western Digital 1TB HDD (9 years old not boot drive though)
Sata III 110gb SSD



I wanted to know if that the reason my GPU is stuck at 300MHz core clock is my PSU wattage or not. Any ideas of what it could be if not?

No, I've had it for a year now I did buy it new then if that's what you're asking. It seems to get stuck at 300 MHz when I put the new drivers on, but when I put the older ones on it goes between 300 and 980MHz but the stock clock is 1366.
