[SOLVED] Could someone help price out a build? Haven't done it in awhile so I am not up to date on everything! $700 budget

Been awhile since I have priced out a build! I have convinced my friend to get a PC lol but he has a much smaller budget than I am used to. $700 is the max for the tower(No peripherals). Also I have heard the state of the market is kinda bad at the moment, could someone let me know whats going on with that and if he should wait like a month or two to buy the parts. Thank you!

i dont think any of those new stuff will be afordable for a 700$ build.
