Could this be why my GPU does not work? (runs at 100% and no display) image

Ok, quite a while ago i bought this but warranty is over so i cannot replace. This came damaged so i never got it to work.

I just noticed a little piece that is clipped off and wondering if this might be the issue that is causing the r9 280x to not work and run at 100% speed on boot up with no display?

Im not sure if it suppose to be like this but would like to know if its a possibility.

Looks like its baking time!

done this once with an old card of mine and my family thought i was going crazy.... showed them! the card started working again.

got nothing to lose with this card so might as well give it a shot
