Camarilla: Minions opposing Germaine in combat cannot use weapons. He
can enter combat with any Toreador controlled by another


Does that mean a weapon used by a ghoul retainer could affect him?

Retainers are not minions, correct.

Yes, Ghoul Retainers are not minions.
