Counter-Strike 1.6 - 100 FPS but feels slow/laggy?

I recently installed Windows 7 on my Samsung laptop because 8.1 caused loads of problems and was generally terrible.

The computer is lightning fast now, but I am experiencing some issues with Counter-Strike 1.6.

I noticed firstly that nVidia Optimus had run the game with my internal graphics card, as opposed to my Geforce 710M card. I fixed this with the help of nVidia Inspector, and got a steady 100 FPS (100,5 to be exact) when I did this and disabled vsync.

However, the game feels really unsmooth. Almost like it is a little bit in slow motion. The recoil also feels wacky. I've played this game so much so I know something is different.

Do you know what can cause this? I have updated the rates in game but don't know what else to do.

Any help is appreciated!

EDIT: Worth mentioning, this shouldn't be a ping problem, or related to my internet connection. I think this is a setting somewhere that is wacky.

Probably your internet connection. CS is an online game, and requires a ping of less than 50 to feel completely smooth. If you are not already, connect your pc to your router with an ethernet cable. WIFI is not good for online gaming.

Hey Matt!

It's not my internet connection. I have a solid 30 ping at a server I'm playing at a lot. My connection is 100/100 Mbit/s and my router is 1 meter away from my laptop.
 
DO NOT TURN OFF VSYNC! Your monitor can die from that since vsync limits the framerate at a level your monitor can support. Also how much memory your graphics card has? It can slow down or stop responding when it gets full

I'm playing CS with a 60hz monitor from 2006 @ 200fps. Been doing this for a few years now, never had issues with my monitor.

I have exactly the same problem but on windows 8 with a 750M card. Tried everything written other posts (enable OPTIMUS with inspector, cs 1.6 settings, tried every resolution/graphic settings) but still have that slow motion felling and unplayable while looking at smoke grenades. I remember it started to happen after an update.
 

Type "cl_lw 0" in console.İt will fix your problem but recoil system will change(ex:You can kill enemy with unzoomed awp)
