[SOLVED] CPU @ 100% for Some Games

Hi

So this is an odd CPU 100 per cent usage Problem

I am a streamer and I noticed that my SLOBS was being sluggish and Discord kept cutting off voices in chat while I was playing/streaming The Division

The game is running perfectly on Ultra @ 120 FPS so I didn't think there would be a problem with the game but I checked my CPU Usage it was maxed out at 100% with The Division taking up 80%

I did the following things to test and Try and see what was going on

Dropped the Game to Low settings = no CPU Change at all
Closed SLOBS & Discord = Division CPU usage rose to 92% keep the CPU at full load

Tested Other Games:

Assassins Creed Origins = Same behaviour as The Division
Overwatch = Only used 20-30%
The Witcher 3 = Only used 20-30%
Far Cry 5 = Only used 20-30%

Asked my Friend who I was playing with what CPU The Division was using (he has a similar CPU) and it was 30% for him

so im totally stumped to what's going on here, the games (AC & DIV) are fine to play but when I come to streaming them I have a lot of problems as the games are putting the cpu under full load and the other programmes I use dont work well

at first I thought it might be a Ubisoft Denuvo problem but Far Cry 5 runs normally

Here are my Basic Specs

Windows 10 Pro 64bit (1809)
Intel Core I7 7700
Nvidia GTX 1080ti
16GB DDR4 Ram
256GB SSD + 4TB HDD

Use msi afterburner to monitor cpu/gpu usages and temps while you game. See this youtube vid tutorial how to set it up so you can see those stats on screen in the game.

I checked the temps and they were hovering around 40 Degrees

I thought it might be overheating but apparently not
 


I didn't think to check the clock speed

I will check that tonight (im at work at the moment)

only think I would have thought if it was the clock speed that would affect all games not just Div & AC

but will defiantly have a look at this
 
Yeah check temps. What cooler are you running? 40c is hard to believe even on water if cpu was running full speed at those usage numbers unless you live like caveman in freezing conditions.

Also Farcry 5 should be getting much higher cpu usages as well.

How are you monitoring cpu usages?
 


I would agree if other games were affected but most are fine
 


Monitoring using CPUZ, maybe I should try a different programme, although I know if my CPU is overheating as the fan will kick into high gear and you can hear it, it wasn't doing that during all of this

Not running anything special on cooling, just a Cooler Master Hyper 212 EVO

when running my test games the CPU temp stayed around the 40 Degree Mark (40-60% CPU load)

I expected Far Cry to run the CPU to 100 but it just acted like all the other games that ran normally

looking into the games specifically

Division apparently has problems running in DX12 mode and AC runs like this for everyone as far as i can tell
