CPU 100 Percent when Downloading?

New system has been working fine for a few weeks. but now whenever I download something my CPU usage rockets to 100 percent and my cpu hits 68 degrees. I only hit 55 when playing games so I know this isn't normal.

It's not even the process in task manager that's downloading that reaches 100 percent, its anything, from Steam, to Avast, to Lightkeeper.exe (Mystic Light) and constantly changing between themselves. How can I fix it? Looked all over the web and everything I've tried has failed.

I actually found the culprit, which was MSI's storage boost technology.
