That doesn't mean anything about cpu usage. Probably your cpu cooler is failing.
Use software that can show cpu usage. CoreTemp for example.

What cpu cooler are you using?

Have seen in hw monitor and all pcores and ecores are at around 4000 mhz and shows red

What software did you use to check for malware?
Do a scan with Malwarebytes Anti malware.
