CPU 100% while GPU just 40% while gaming/streaming

I have a evga 1070 GPU and an i-5 6600k cpu and whenever i try to game and stream at the same time my cpu reaches 100% and i start to lag and stutter, but my gpu doesnt seem to be under much pressure with only 40% on the max graphics. I thought the I5 was a strong enough cpu anyone have any ideas of the problem? ask me any questions too!

Not enough. If you were under 100%, then maybe OC would help, but you also have to figure that realistically your current cpu would need to be running 150% ish in order to resolve the backlog of thread usage and the resulting throttle. OC won't affect most games much, it's an intel not an FX, so IPC isn't so much the issue, it's a simple lack of threads. While not an accurate assessment, if you figure windows is hogging 1 thread, the game hogging 2 threads and the stream wanting to use 2 threads, something has to give. Windows won't give up space, it can't, so the game suffers fps loss as stream usage switches between its 1 thread and the some of the games threads.
The first thing I'd try is dropping any and all cpu bound settings like...

Ahh ok so basically im looking to have to invest in a I7 then to get everything running silky smooth

Ive tried all of that but the overclocking, been thinking that might help quite a bit.

The first thing I'd try is dropping any and all cpu bound settings like AA, grass details, viewing distance, physX etc as those eat up cpu usage. At the same time, maximize anything gpu bound, add physX to gpu, add 4k DSR, maximize quality over performance etc, anything that's physically taxing on the gpu. This'll slow the gpu down, demanding less from the cpu.
As long as minimum frames are above your monitors refresh rate, (60Hz?), 61fps is identical to 300fps, buttery smooth.
Getting cpu usage down below 100% is far more important to smooth game play than high fps.

Think it's 6600k I meant and oh so basically I i5 just won't get the job do e for me. Probably gonna have to go to I7?
