CPU age and bottle-necking

I was wondering how of a CPU you could have without getting a significant bottleneck on even high end cards such as a gtx 980ti. Would you be able to go all the way back to a core q series in games like Witcher 3 or even extremely gpu bound, not cpu bound games?

All depends on the game. For something like Witcher or BF4 though, anything less than an i5 2500k will bottleneck your 980ti. Q line processors are pretty much out of the question, and will bottleneck even a 970
