CPU Always at Maximum Processor State

I'm not entirely sure why my processor is running at the maximum processor state, no matter what the
max is. Normally the core multipliers would adjust automatically based on the load. But now it is just stuck at max even with the minimum set to 5% in my power options.

If anyone can explain why this is happening and/or how I can fix this, it would be greatly appreciated.

Go to tak manager. Under processes, see what is using most of your CPU. If it'a a third-party software, right click and end task.

I don't think it is a process is causing this. I don't break 20% CPU usage when I'm not running any games, etc.

As soon as my computer boots up, its clock is at 4GHz (which is the max).
