CPU always runs at max GHz

So my i7-7700k always runs at max GHz even at 10%, 20%, 50% etc.

Is there a fix for this?

Go into Power Options & change it from High Performance to Balanced.

If there is a Speedstep Technology option in bios, it should be enabled.

Do you have a Samsung SSD installed? If so do you have Rapid Mode enabled? If so then disable it as I had issues previously where my CPU clock speed wouldn't go lower due to Rapid Mode.

In the Samsung Magician Software, I had the same issue awhile ago but I forgot if I had to disable the Rapid Mode or actually had to uninstall the software.
