Question CPU and GPU 30-40% usage in game

Hi guys, for a week I have a problem with cpu and gpu working at 30-40% which causes fps drops, which makes it impossible to play. I've been looking for help on the internet for a few days, but there is nothing.

cpu ryzen 3800x

List the make and exact model number/brand of your current PSU/power supply unit, along with FULL PC specs as well. Are you on Windows 10 or 11 OS ? What's the GPU and CPU temperature/temp value while gaming ?

Which PC games are giving this low usage problem ? Just 1 game, or quite a few titles ? List the names as well. Are you gaming on 1080p, 2K or 4K ?
